Senate Properties is an enterprise under the Finnish Ministry of Finance and provides property services mainly to customers in the government. Leasing of premises, investments, and development and management of property assets form the basis of Senate Properties' services. Senate Properties finances its own operations and is not dependent on the state budget. Senate Properties manages 11,700 buildings and 6,6 million square meters at the moment.

Since 2001, Senate Properties has carried out a number of pilot projects to develop and study the use of building information models. Based on feedback from these, Senate Properties assessed the product model technology to be sufficiently ready for putting to use in ordinary project work, and the company has decided to require models in its projects as of 1st of October 2007.

To support the BIM usage, Senate Properties decide to specify a detailed modeling guidelines, which would cover all the design disciplines, quantity take-off, cost estimating and energy analysis. The guidelines project was managed by VTT (Technical Research Centre of Finland) and Tocoman was selected to be responsible for the BIM based quantity take-off and estimating part of the them.

Tocoman finalized its part successfully during year 2007. "Tocoman did their BIM consulting professionally and we were satisfied with the results", comments the project manager Arto Kiviniemi (Research Professor, VTT).
